The Neighborhood Support Team (NST)

A Neighborhood Support Team is a volunteer group — typically 8 to 15 people drawn from a faith community, civic organization, employer, or other group — that comes together to welcome and support one newcomer family or individual as they establish their new life.

The NST wraps around the newcomer with practical, relational, and navigational support over 6 to 12 months — accelerating economic self-reliance and building the social trust that makes integration sustainable for both the newcomer and the community.

The Core Principle

Community-Powered, Not Government-Dependent

The NST model harnesses the existing social infrastructure of communities — faith congregations, civic groups, employers, neighborhood associations — and organizes willing volunteers into a structured support team around one newcomer family or individual.

The result is integration that is faster, less expensive, and more socially durable than government-administered programs — because it is built on human relationships rather than bureaucratic case management.

The Volunteer Structure

Organized, Trained, and Supported

Each NST assigns team members to specific functional roles — housing, employment, education, health, financial literacy, transportation, legal documentation, and cultural orientation — so every dimension of integration is covered by a responsible person who knows what to do.

Teams are mentored throughout the process. No prior experience is required — only willingness and community connection.

Phase 01
Recruit & Organize the Team
Identify and recruit 8 to 15 volunteers. Assign team lead and functional roles. Complete any required sponsorship applications. Hold a kickoff meeting and establish a working schedule.
Phase 02
Prepare for Arrival
Fundraise to cover initial living costs. Secure housing. Create a welcome plan. Connect with the newcomer family before arrival where possible.
Phase 03
Welcome & Orient
Meet the family at the point of arrival. Establish them in their new home. Provide orientation to their new community, services, and daily life. Begin employment and education pathways immediately.
Phase 04
Support Through Self-Reliance
Walk alongside the newcomer through the first 6 to 12 months — employment, language, documentation, financial literacy, cultural connection — until the family is economically self-reliant and socially integrated.

Application 01
Physical Integration NSTs

The original and field-proven application of the NST model — a volunteer team in a developed country wraps around a newcomer family that has physically arrived, supporting their integration into the local workforce and community over 6 to 12 months.

This model has been implemented across hundreds of teams in the United States since 2021, welcoming thousands of newcomers from dozens of countries. It is now available to be implemented in any developed country with the volunteer infrastructure and the willingness to act.

Advisory engagements in this track help organizations recruit volunteers, establish team structures, navigate local sponsorship frameworks, and deploy the NST model in their specific country and community context.

Digital Integration — The Global NST

An extension of the NST model — the Global NST applies the community-wrap principle to the digital pipeline, supporting remote workers in developing countries as they access education, employment, and economic self-reliance without physically relocating.

BYU Pathway Worldwide delivers affordable, U.S.-accredited degree and certificate programs to tens of thousands of students across Africa and the developing world. Bloom, a social-impact staffing platform, connects those graduates to employers seeking capable remote workers. The Global NST wraps a volunteer team around those students and graduates — helping them navigate employer relationships, develop professional skills, and sustain momentum through the early months of remote employment.

Note for employers: an organization that benefits from hiring a newcomer worker has a direct incentive to support the NST that makes that worker's integration successful. Employer-sponsored NSTs are one of the most natural and sustainable models for building integration infrastructure at scale.

Field-Tested. Internationally Experienced.

Wayne Beeson helped launch WelcomeNST in late 2021 during the Afghan evacuation crisis, stepping away from his own entrepreneurial pursuits to help implement and operationalize the Neighborhood Support Team model. He served formally in a part-time staff position as Vice President of Operations. Although he has not worked as a formal staff member of WelcomeNST for some time, he has remained a loyal friend and volunteer senior advisor of the organization. Under that framework, thousands of volunteers have formed hundreds of NSTs across over 30 U.S. states, welcoming and integrating many hundreds of newcomers.

Although WelcomeNST has chosen to focus its work domestically for now, Wayne's international military and international business experience, and his international humanitarian efforts, drives his interest in expanding the Neighborhood Support Team model beyond the U.S. — and to test its applicability in international contexts.

Given his established international experience and relationships, Wayne has decided to test the demand for the Neighborhood Support Team model in select international channels — helping employers and those seeking employment mutually benefit from what he calls the Integration Arbitrage scenario, with the hope of providing meaningful data to WelcomeNST in his volunteer senior advisor role as the organization continues to evaluate its strategic opportunities.
